Residential Evacuation Duties – What’s Changing?

From April 2026, new fire safety regulations will place additional duties on Responsible Persons for certain residential buildings in England.

These duties focus on how residents who may have difficulty evacuating independently are considered within the fire risk assessment process and how evacuation information is documented and reviewed.

Responsible Persons must be able to evidence proportionate, documented consideration of evacuation risk at resident level.

  • Do not rely on guaranteed assistance

They provide defensible evidence that evacuation risk has been considered proportionately.

Emergency Evacuation Statements

Where residents choose to participate, we prepare clear, plain-English evacuation information based on the outcomes of the PCFRA.

  • Participation is voluntary

  • Consent is recorded in writing

  • Information is shared with Fire & Rescue Service only where consent is given

Evacuation Strategy Alignment Reviews

A review of existing evacuation strategies to confirm alignment with:

  • The Fire Risk Assessment

  • Management arrangements

  • Resident evacuation information

This service does not involve the design or re-engineering of fire evacuation strategies.

What This Service Is Not

  • Personal Emergency Evacuation Plans (PEEPs)

  • Mandatory resident participation

  • Medical, care or occupational assessments

  • Fire strategy design beyond Tier 1 fire risk assessor competence
